Chris is a strong believer in environmental protection .

However, environmental protection must implemented in a fiscally responsible, socially responsible, and realistic way. 

With more than four decades of service as a Municipal Manager in Allegheny County, Chris has established a proven track record of balancing environmental regulations with financial concerns and limitations. 

Chris has firsthand experience with the cost of stormwater and sanitary sewage infrastructures and why the efficient operation of these are so important to the environment. 

He also believes in enforcing penalties on polluters but in a responsible as well as realistic manner. Allegheny County has historically  penalized polluters in such a way that they cannot afford to take corrective action.  This defeats the purpose of the penalty in the first place.  Further, the potential loss of jobs and the downstreams effects of such MUST be considered as part of a realistic environmental enforcement solution.

As a Member of Council, Chris will work to find environmentally and economically responsible, and sustainable, solutions.
